if no motion for relief had been filed, then the 180 day rule does not apply.

I believe you have to include it iand it should be scheduled in D.
The plan should pay it over it's life
City may claim it is in entitled...

is it a 100% case? if so, probably yes.
if not, at least in mass, the answer is no. i do not know the law in your circuit.

there is a special exemption for cash surrender value of life insurance, which is much greater than the value asserted, use that exemption.

based on what u said you may need to dismiss the case. In mass the $$ would come back to u, less trustee commissions. these things do not happen...

Move on. For a couple of hundred bucks, do not waste your time. You can obviously sue you go to small claims court, but your time is worth money....
