The bank typically will not release unless you have a court order. Here are some steps.

Are you sure he is turning it off? If it is in the lease, he needs to follow the terms or he is considered a breaching party.

The court needs jurisdiction and they could get it if you had a location in Michigan. As a trustee you can call and ask for a copy of the judgment....

The Statute of Limitation does not govern your credit report. The Fair Credit Reporting Act governs your credit report.

The writ or levy only needs to match the defendant's name on the title. Sounds like it is wrong, so they would have to get it corrected.
