I graduated from the University of Massachusetts, Lowell in 1982. I attended Officer's Candidate school for the Navy and was commissioned an Ensign in the Naval Reserve in 1982. I left active duty in 1987 as a Lieutenant to attend law school. I graduated from the New England School of Law in 1991 and immediately opened my own practice. In the time I have been practicing, I have handled well over a thousand cases, both civil and criminal. Some cases have been resolved with a letter or a few telephone calls. Many more have been resolved in court. I have tried both civil and criminal cases in the District Court and the Superior Court. These trials have been by jury and by bench. I have extensive experience litigating Motions to Suppress and Motions to Dismiss, speeding tickets, operating after suspension, OUI/DWI cases, both alcohol and drugs. I have represented clients before the Insurance Merit Rating Board concerning insurance surcharges, the Registry of Motor Vehicles over license suspensions, and at Clerk-Magistrate hearings for speeding tickets and other moving violations as well as for applications by the police for a criminal complaint. I am admitted to the Massachusetts Bar, the United States District Court for the District of Massachusetts, the United States Court of Appeals for the First Circuit, the United States Bankruptcy Court for the District of Massachusetts. I am a member and past President of the Greater Lowell Bar Association, the American Legion, and AMVETS.

I have had Atty Milliard represent me and several family members, and we have all been very happy with the work and representation. One was a very serious accident and personal injuries that was successfully settled ( broken leg); Another time he handled a real estate closing and title for me, and...

I am more than impressed with the results that Roland Milliard got for me. I was dealing with a contractor that was not responsive to my communications regarding issues with the job he was contracted for. I had contacted the contractor on numerous occasions with no response. I contacted Roland on ...

He is great at what he does. I was very stressed and scared how this would turn out. I was likely facing 3 year license suspension and 2 week in patient. He met with me and explain everything that could happen. I was found not guilty and my license was reinstated. I would definitely recommend Attorne...

He doesn't always keep in contact as you would expect and may not always be on time , but he will try everything he can to help during trial, he tells you what will most likely happen even if it's not what you want to hear and in our case he got us the end result we wanted. Id recommend him to other...
"Roland Milliard is not just an excellent first-rate attorney, but rather an absolutely remarkable one. He is the go-to person that even we long-term veteran attorneys hit up for legal advice and direction. What strikes me most is not just his razor-sharp legal skills, knowledge of the law and agile way he works the courtroom or his negotiations with the other side whether it be with opposing lawyers or prosecutors on behalf of clients . . . but the way he seems to personally care about his clients as he champions their cases. His people skills are extraordinary in the way he wins over others to see and understand the side he is fighting for . . . and often does it with his noted sense of humor."
"Attorney Milliard is a highly skilled trial attorney and courtroom advocate with a deep and thorough understanding of the law."
"I endorse this lawyer. I have practice with and against Roland for over 19 years. He feared and welcomed depending on what side of the isle you find yourself with him. He shows up ready to try the case and win. That is what you are paying him for, talk to him about what can be done with your case you will be happy with the advise. Greg"
"I have known Atty Milliard more than 25+ years and have worked with him on dozens of matters. I observed him on his trial teams in law school as a student defender in Roxbury Court, and over the course of a lengthy practice. He is highly skilled, smart, assertive and practical. He is experienced in many aspects of law including criminal defense, restraining orders, OUI, divorce, and motor vehicle accidents too. I have called upon him more times than I can count for discussing a case or getting advice because I value his opinions immensly. Roland is a fearless litigator and effective advocate . I would not hesitate to reccommend him to anyone, and have entrusted him with my family too."
