My petitioner's income is not enough, the co-sponsor made 7000 in 2017, 8000 in 2018 and 25000 in 2019, does it qualify?

No that is okay, as long as current year income is sufficient.

Yes the son may get married but the LPR visa will be canceled and father will need to become a USC and reapply for married adult child.
