Unfortunatly when you requested the extension it was best to provide Immigration will all supporting documents. By now it would appear that your parents have already returned to Japan so if they are going to apply for another B2 Visa make sure their ties to Japan are significantly strong to establish they do not wish to remain in the U.S. Good Luck. I would also like to know when was the date you first discovered your injuries were the result of "negligence on WA State government property". The felony theft would appear to be a crime involving moral turpatude, thus require mandatory detention. Depending on what country he is from and whether he has fear of being killed or torturned in his home country may make him eligible for either deferal or witholding of removal from the United States.
