Do I need a DUI Court Lawyer?

You need a lawyer for both the DMV and the Criminal Case. The DMV belated hearing is a good idea. Normally you have 10 days to request a hearing. I am assuming that you are requesting the late hearing because your husband was in the hospital. If he was maybe he was served the notice which is usually given when you get out of jail.
