Yes, it will, but for criminal purposes, if he is arrested for another DUI in Texas, the prosecutor will have to show more specifically how the facts of the California case fulfill the specific elements of a Texas DUI in order for them to use it as a prior conviction with respect to enhanced punishment as a multiple offender. If you were under 18 when this happened, you can have the record sealed, if you were over 18, then you cannot. But, if you are not on probation for anything, and either completed probation without violation in that case, or had probation terminated early, then you can have the conviction expunged. The DA must prove that you were actually driving to get a DUI, and that you didn't drink between the time you stopped driving and when the police arrived to investigate. It seems like the DA will need the driver of the other vehicle to establish you as the driver (for both the Hit & Run and the DUI) and to establish you didn't drink AFTER driving.
