Former Federal Judge Joe Kendall served on the federal bench in Texas from 1992 until 2002. The first President Bush appointed him to the federal bench in 1992 and in 1999 President Bill Clinton, recognizing his credentials, appointed him to also be a Commissioner on the U.S. Sentencing Commission, the body that writes the Federal Sentencing Guidelines.
