The fact that the county attorney has decided not to bring criminal charges does not foreclose your right to bring a civil claim against the at-fault party for your damages. Whether the at-fault party has insurance that will cover in this instance will need to be determined unless this person has assets to cover any verdict you get. Generally not but the answer will depend on the details of the factual circumstances. One who "harbors" a dangerous dog is liable for the dog but harboring generally requires taking care of the dog in some manner or having it entrusted to the person's care.
