Assming this is a personal injury or 1983 action, your statute of limitations has not run. however, to sue the county you have to give them what is called an ante litem notice. That is required within either six months or a year depending on whether the bad actor is employed by the county or the state. Failure to give that notice in a timely manner van time bar the action. I am not aware of a tolling provision for incarceration, but one may exist.

There is not likley to be any conflict in the two complaints. The owner claim is for property damage. The occupant claims are for personal injury. Your friends should not delay getting medical treatment. I just got done with a very simila rcase in Georgia with a truck "pit manuevering" a car casuing a serious accident. These cases are often defended vigorously.

It will be very hard to pursue this. Your best remedy is to leave the home.
You should file a complaint against that officer. He can legally issue the citation, but hopefully you got it thrown out. His name should be on the citation.
