    You may also be thinking of DOUBLE JEOPARDY. JEOPARDY attaches (in a judge trial) once a plea is entering in the trial court and the first witness is sworn in. In your case, the case was dropped on the prosecution's motion so no plea, etc, thus no JEOPARDY.
