Dui

DMV is denying my reinstatement even after satisfying court ordered programs and serving well past the suspension. They are asking me to get a Breathlyzer in my car after the case has been handled and ended. My DUI is from 01/18/23 how can this be legal? When its nearly 3 years ago and I did everything asked of me.
