In California, two DUI convictions in a lifetime result in a lifetime disqualification from holding a commercial Class A license, even when both incidents occurred in a non-commercial vehicle. This comes from federal law under 49 CFR § 383.51 and California Vehicle Code section 15302(a). State law allows a possible reinstatement after ten years if the DMV grants a reinstatement of commercial driving privilege under Vehicle Code section 15302(b). Reinstatement is not guaranteed. You must show good cause and persuade the DMV that you are now a safe and responsible driver. This usually involves proving that you completed all court and DMV requirements from the DUIs, have maintained a clean driving record for many years, have had no alcohol- or drug-related offenses since, and can present credible evidence of rehabilitation and stability.
The reinstatement process requires submitting a written application to the DMV Driver Safety Office, providing proof of program completions and a clean driving record, and passing all required commercial knowledge and skills tests again. Because the decision is discretionary, strong supporting documentation such as letters from employers, proof of steady work history, and evidence of safe driving can improve your chances. Since you are past the ten-year minimum, you meet the basic eligibility requirement, but the DMV will review your entire driving and criminal history before making a decision.
