Wayne S. Melnick

Wayne worked for the Pennsylvania Governor’s Office of General Counsel from 1991 to 2008. While assigned to represent the Pennsylvania
State System of Higher Education, he advised state universities on a wide variety of topics including: compliance with state and federal regulatory requirements; open meetings and open records issues; capital construction; real estate; constitutional law; student affairs; campus law enforcement; debt collection; computer systems; technology transfers; employment and benefits; labor law; construction and contract litigation.

Wayne represented the Pennsylvania State System of Higher Education in front of various administrative agencies including: the Pennsylvania Labor Relations Board; State Employees’ Retirement System; Public School Employees’ Retirement System; Commonwealth Board of Claims; Department of General Services; Civil Service Commission; Pennsylvania Human Relations
Commission; Equal Employment Opportunity Commission; U.S. Department of Education. He handled numerous labor grievances before the American Arbitration Association and has litigated cases in County Courts of Common Pleas and the Pennsylvania Commonwealth, Superior, and Supreme Courts.

Wayne also served as a hearing officer for Pennsylvania’s Charter School Appeal Board and for the Pennsylvania State System Higher Education’s bid protests and residency classification appeals. From 1988 to 1991, Wayne was an Assistant Public
Defender in Dauphin County where he litigated misdemeanor and felony jury trials.
