If the dismissal was not on default, yes, it is appealable.
Do I have to cite the amount of damages that I seek in the complaint? And if so, can I later state a higher amount of damages?

It depends on the nature of the claim. Unless it's a personal injury or wrongful death action, your complaint must state the dollar amount sought....

It takes as long as it takes. There is no enforceable time limit; I just got a decision after a year.
