I am working in the field of law & foreign affairs for over three and half decades. was educated at Oxford, Cambridge, Lincoln’s Inn, London, Columbia and Harvard, and after my law degree from Oxford proceeded to do doctoral or post doctoral level degrees in Constitutional Law, International & Comparative Law and in International Affairs. In addition to the US I have appeared before courts of UK and Pakistan besides other countries as Canada and India. Internationally I have appeared before arbitration and commercial tribunals in the US Congressional Committees as a Counsel for foreign countries. In 1980 UNESCO selected me amongst the six leading international jurists to frame a new human right, namely “the right to be different” which was approved in Mexico Conference while ushering in an era of third generation of human rights
As a tenured professor of law in the US I taught at different universities such as Oxford, London, Columbia, Tufts and the Fletcher School of Law and Diplomacy, American, San Diego and Willamette; at Harvard I was on the Faculty in two graduate Schools, namely, that of Law and Foreign Affairs. As an acknowledged expert in strategic affairs and law I addressed numerous international conferences and was an instructor at the Foreign Service Institute Washington DC, at the National Defense College, and the Administrative Staff College in Pakistan. For specific courses, I taught at The Hague Academy of International Law, Humanitarian Law Institute, Italy, Henry Dunant Institute, Geneva and the International Institute of Human Rights, France. I have been a Bar Examiner in California, and of PhD candidates from Universities in India, UK and Pakistan. I have authored of over twenty-five books, and over one hundred professional Articles (most published by Law Review Journals of American and British Universities) and am a regular syndicated columnist in Sub-Continental newspapers such as Jang, News, Nation and Dawn. My views have also appeared in leading international journals such as The Time, Newsweek, NY Times and The Boston Globe. I also appeared on worldwide TV and media programs of CNN, FOX, VOA and the BBC as an expert during international crises.
Advisor to four Prime Ministers and Government of Pakistan on Law and Foreign Affairs I was Pakistan’s Special Envoy to the US Congress in 1987-88; my more recent diplomatic assignments include the UN General Assembly Sessions in New York since 1997, as a Delegate to the UN Geneva Human Rights Commission and the Sub-Commission and as Leader of Pakistan’s delegation at the UN preparing the Statute of the International Criminal Court during 1997-1999.
As a constitutional lawyer, I litigated landmark civil human rights’ cases before the highest courts of Pakistan and before judicial institutions in US, Canada, UK, Europe and Pakistan. I am also currently the Director General of the Boston based American Institute of Asian Strategic Studies, President of the Human Rights League of Pakistan, Chairman Pakistan Ecology Council and the Chairman of the Pakistan Family Forum. For 2003-04 I was Chair of the Pakistan Bar International Affairs Committee at Lahore. In 2004 I was appointed as Special UN Ambassador for Family by the World Family Alliance.
I have had a most outstanding rapport with Indian Centers of higher learning and with the academic and intellectual circles; I participated keynote speaker in many landmark conferences, e.g. Participatory Democracy International Conference, JNU, 2003, UN Reforms and the Enlargement of the Security Council, Mumbai University, 2004, SAPRA International Conferences on Security in South Asia, 2004, 2005 and 2006; speaking assignments include at such places as the Gandhi Foundation, New Delhi, 2005, Nehru Foundation, Mumbai 2006, Chavan Center in Mumbai, 2006 and 2007
In 2004 I had the distinction of being appointed a Distinguished Visiting Professor at the renowned JNU (Jawaharlal Nehru University) in Delhi. My other notable recent addresses in India have been as a Memorial Speaker at Banaras Hindu University and at University of Mumbai faculties of Law and International Affairs, Institute of Strategic & Defense Studies, Delhi, and at the Ambadkar Constitutional Center in Aurangabad. HI also lectured Indian civil servant trainees and had the distinction to deliver the Annual International Lecture at the Goa International Center in 2006.
