Throughout my 24-year legal career I have been a healthcare attorney. My work has been concentrated in administrative law as I have represented healthcare licensees before the Florida Department of Health for more than two decades. I’ve filed more than 60 cases at the Division of Administrative Hearings (DOAH) where I served both as a prosecutor and as trial defense counsel. My experience includes years providing consultations, negotiation, mediation, and hearings – both formal and informal.
I am licensed in both Florida and Tennessee and am currently licensed as a registered nurse, healthcare risk manager and certified circuit court mediator.
Early in my career, I worked as Senior Analyst in the Health Policy and Cost Control Division of the Florida Agency for Health Care Administration. In this position, I worked with AHCA’s legal counsel, testified for Florida legislative committees on various subjects affecting public health, and worked with the Florida Senate Health Care Committee.
Besides defending licensees, I spent four years as a prosecutor for the State. As an AHCA Senior Attorney, I regulated assisted living facilities, hospitals, nursing homes, nurse registries, and home health agencies. My early background also included several years of medical malpractice litigation.
For a short while, in 2014, I worked as risk manager and in-house counsel for several assisted living facilities in the Lakeland area where I also was involved in muti-state facility licensing. I reviewed incident reports, developed resident handbooks, provided consultation to management, and provided classes on law and elder care to the facility administrators.
Representing and defending healthcare providers is again my current focus. Let me know if I can be of service for your legal needs.

RN
I had a situation where something concerning my reputation as an RN could have been severely impaired. I hired Susanne, met with her and was pleased and felt confident with her from the beginning. We went over my case at least 2 more times before I had to be desposed by the board, panel. My case was ...

More than satisfied
In an administrative case, Ms. Hurley had several meetings & phone calls with the other side & arranged a fair & reasonable settlement that gave both sides most of what they wanted in a very reasonable period of time.
"Suzanne was invaluable in helping me obtain a great result for a client. Her in-depth knowledge of the AHCA rules and regulations, as well as her medical background, allowed me to craft intelligent questions for expert witnesses that gave us a break in the case. Suzanne was responsive, thorough, and flexible: all you could want in a colleague. Highly recommend."
