Even if this was an infraction you can have it expunged by filing a 1203.4a. This can be done one year after you were sentenced.

If this was filed as an infraction you can see if the judge will lower the cost. If this is a misdemeanor seek the services of the public defender....

Yes this will not always be sealed automatically. She should go back to court and get the arrest record sealed.

I agree call the DMV mandatory actions unit. If you refused according to the DMV you will lose your license for one year.
