At this point the judge has made a determination. You could try to hire an attorney and fight this but it will cost you more.

If you do not request the hearing the DMV will suspend your license without a hearing.

There is no state law that I am aware of. The issue is I cannot think of a single department that would hire you with a record.

The issue is the DMV will not give you a license until you pay off the entire balance. At this point it is out of the courts hands.
