Not paying his subcontractors

Mr. Randal has owed me a large sum of money for now almost 6 months (He works as a legal translator and contracts out some of his projects). His unwillingness to pay me and to prod his end client to pay him (he claims he was not paid yet) has been going on for too long. I would not trust Mr. Randal t...o be a good advocate for anyone or any cause as he seems very passive in resolving this particular payment issue.
