Matt is a shareholder in the Saxton & Stump Construction, Construction Litigation, and Commercial Litigation groups. A seasoned attorney with more than 30 years of experience, he represents contractors, subcontractors, owners, architects, and construction managers in matters such as:
Construction bid protests
Contract review and drafting
Delay, acceleration, and inefficiency claims
Payment disputes, including mechanics’ liens and bond claims
In his litigation practice, Matt has represented clients in state and federal courts, including the U.S. Supreme Court, the U.S. Court of Federal Claims, the Pennsylvania Board of Claims, and the American Arbitration Association.
Matt is also an experienced in providing alternative dispute resolution (ADR) services as a mediator and arbitrator (including serving on the AAA Panel of Construction Law Arbitrators), and has resolved numerous construction disputes, including complex-multi-party disputes.
As a dedicated community leader, Matt co-founded and serves on the board of directors of Clear Thoughts Foundation, a Pittsburgh-area nonprofit organization that raises money to fund research for drug discovery to treat dementia.
Matt’s professional achievements have earned him recognition from attorney ranking company “The Best Lawyers in America®” where he has been listed annually in Construction Law (since 2007) and Litigation (since 2011), including being recognized as Pittsburgh’s Construction Lawyer of the year in 2022. He has also been featured in the Pennsylvania Super Lawyers list each year since 2020.
Matt earned his law degree from Rutgers Law school, cum laude, where he served as editor-in-chief of the Rutgers Law Journal and won the Judge James Hunter III Memorial Advances Moot Court Competition, and is a graduate of Penn State University.
Matt started his legal career as a law clerk for the Honorable Michael Patrick King, Presiding Judge of the Appellate Division of the Superior Court of New Jersey. He eventually became an equity partner at the Pittsburgh law firms Babst Calland, and then Burns White, before joining Saxton & Stump. He has presented at numerous construction law seminars and written numerous articles over the years.
