If there was a child support order and he has an arrearage balance, your mother can go to court and ask for enforcement. You, however, cannot.
Short answer is, you can't. Your mother would have had to pursue getting it set and enforcement of it.

You may try filing for a modification in the support amount. You'll always have to pay something in child support. Time spent them doesn't matter...
