The bank and the municipality are allowed to sell the homes "as is".
Generally, a bank would not fund a mortgage loan until a newly constructed...

I agree with Ms. Stage. The HOA fees are a lien against the property and you take subject to pre-existing liens.

Yes, the form of deed will require a notarized signature.

You may want to consult with a structural engineer who can perform the necessary tests to determine if the concrete is defective.
