Michael Joseph Cullen

I am an attorney focusing on special education and education law, representing parents on a limited, selective basis. Based in San Diego, I work with families throughout California on matters involving IEP development, IDEA compliance, eligibility and placement disputes, and administrative due process proceedings.

I began my legal career representing and advising school districts on special education law and compliance, which gives me a practical understanding of how IEP teams operate and how disputes are evaluated. Earlier in my career, I also worked with disability rights and child advocacy organizations, supporting students and families navigating complex education systems.

I approach parent-side representation with a focus on thoughtful strategy, clear expectations, and early resolution where possible. I offer paid consultations to help families understand their options and determine whether representation is a good fit.
