Matthew Reed

Attorney Matthew D. Reed spent 28 years working in municipal government.  As the leader of a major municipal department, Mr. Reed brings the unique perspective of having worked in the employer’s shoes.  His experience includes drafting operating policies and procedures; designing recruitment, selection, hiring and retention plans; maintaining employee records; investigating employee misconduct; engaging progressive discipline and recommending termination.  He worked in a union environment and has experience in matters related collective bargaining, contract interpretation, and grievance processing.  Mr. Reed has experience in Public Safety management as well as Clery Act reporting and compliance in a higher education setting. He has participated in matters before the State Board of Mediation and Arbitration as well as the American Arbitration Association.

Mr. Reed served as a legislative liaison for a Connecticut corporation and has experience testifying before the Connecticut General Assembly lobbying for and against legislation in the best interest of his clients.  Having served as a top law enforcement administrator and as an advocate for open records laws, Mr. Reed is able to advise municipalities and other government agencies on matters relating to policing services, media relations and Freedom of Information Act compliance.

Mr. Reed holds a Bachelor of Arts Degree from Central Connecticut State University and a Juris Doctor from the Western New England University School of Law.  He is a member of the American Bar Association, the Connecticut Bar Association and the Hartford County Bar Association as well as the Legal Officers Section of the International Association of Chiefs of Police.
