He represented migrant farm workers in Texas, Maine, and Michigan and won important federal cases – among them Mendez v. Brady, 618 F.Supp. 579 (C.D.) and Vega v. Gasper, 36 F.3d 417, 424-25 (5th Cir. 1994). Mark appeared in a CBS documentary as a farm worker advocate in 1995. From 1990 to 1994, he was the managing attorney of the Texas Rural Legal Aid office in El Paso, Texas.
For several years in Harlingen, Texas, Mark represented Central American refugees in political asylum cases. He appeared on the MacNeil-Lehrer Report, All Things Considered, and was quoted in the New York Times and Newsweek advocating for refugees.
Mark has been practicing law in Plattsburgh New York since 1996. He has won and settled injury claims totaling over $2 million since that time. Mark has also won over a million dollars combined for his many Social Security and SSI clients in the North County. He does hearings with administrative law judges, administrative appeals, and federal court appeals. He has even taken Social Security cases to the United States Court of Appeals in New York City.
Mark has won several important civil rights cases for property owners in Clinton County NY. A jury awarded over $90,000 to two owners whose property was illegally confiscated by Clinton County. In Akey v. Clinton County, 375 F.3d 231 (2d Cir. 2004), the United States Court of Appeals held that the County violated the rights of property owners by not trying to locate them when the notice of tax foreclosure was returned by the Post Office.
Mark has taught labor law for the Cornell School of Labor and Industrial Relations at Clinton Community College in 2000. He has also been on the Board of Directors of the North Country Food Co-op.
