It means it was taken into consideration for punishment purposes of Case A as an un adjudicated offense and is now barred from being prosecuted....

Usually Judge's follow recommendations in the PSI, that's why they order it in the first place.

Yes, if you are concerned about not being able to stop using drugs (alcohol is a drug) then suggest counseling or 12 step recovery meetings/program.
