No, the builder is going to be liable for injuries and this language should be in the contract for purchase.

Call the police on the new owner and/or file a complaint with the Attorney General for landlord abuse. You don't have to move until the 30 days...

Check your city ordinances. You probably need approval for something like this. No lawyer is going to advise you to break the law.

This depends on whether the fee is in the original contract. Typically playing "hard ball" with consumer companies such as ATT can get you places.
