If you are a potential witness, you can be excluded. That happens routinely.
Otherwise, there must be a reason why you're excluded.

You cannot be arrested for failing to repay a loan.
If this was a loan, their threat to have you arrested is a bluff and illegal.

Yes, they can issue a warrant. The statute of limitations on a misdemeanor theft is a year, so they're not out of the woods yet.
