Joseph Allen Collins

Joseph A. Collins is an attorney with a wealth of experience in the construction industry, as well as in legislative affairs. Joe focuses on bankruptcy and commercial law, with a hands-on understanding of the construction industry.

Joe helped form what is now a multi-million dollar gross revenue construction firm that focused on excavation and site work. As a member of the management team of the construction firm, Joe has experience dealing with a variety of government agencies, ranging from procurement of contracts to compliance with regulations. He is OSHA certified and was responsible for creating and maintaining the companies safety polices and procedures. In addition, Joe was responsible for overseeing government contracts for the construction firm, including certified payroll reporting and compliance, and general project management for federal, state and local construction projects.

Joe has experience in applying for special class business certifications, including Federal 8a disadvantaged business certification, Maryland SBE/DBE/MDE certification, and Baltimore City WBE/MBE/DBE certification, as well as certification in other states, such as Virginia, Texas and North Carolina.

In addition, Joe has helped several business entities through the structuring and registration process in Maryland, Delaware, Virginia, North Carolina, Connecticut, Pennsylvania and Texas. In addition, he has experience drafting employee handbooks, safety training programs and other compliance programs for the construction industry. He also has a wealth of experience in reviewing construction contracts both through his work as an attorney and in his role in the construction industry. This experience allows Joe to approach construction contracting from both a practical and legal perspective to ensure that the work gets done right, while protecting his client’s interest.

Joe has also worked in the Maryland and Federal political and legislative arena, serving as the producer of a Maryland evening news programing for a large Maryland radio station. In addition, Joe has experience working as a legislative aid on Capital Hill. He has a thorough understanding of the legislative process in both Washington and Annapolis. He brings this understanding to his work for business by ensuring that his clients are always up to date on the latest rules and regulations that will affect their business.

Joe graduated from University of Baltimore with a Bachelor’s Degree in Communications and promptly was accepted at the University of Baltimore School of Law. Joe continued to be a member of the management team for his families construction firm while attending law school full time. In June of 2021, Joe received his Juris Doctorate and, in December of 2022, Joe was sworn in to the Maryland Bar. Joe is licensed to practice in the State of Maryland, The U.S. District Court for the District of Maryland, and the Fourth Circuit Court of Appeals.

Joe is a member of the Maryland State Bar Association and the Baltimore County Bar Association. He serves as a Board Advisor for The Peaces of Me Foundation, which works to eliminate the stigmas associated with disabilities and chronic illness in the workplace. Joe lives in the Middle River area with his wife and daughter.
