You cant just sign rights away. Only way would be if there is a step parent adoption. Also it has to be filed in the state where the child lives.

If there is child support arrears on the clerks records yes you can collect them. Otherwise you have 4 years after the age of 18 to start a case. ...

sounds like she is padding the bill to go after the ex, but to bill you after she is off the case is improper.

Take the case to the state attorney try to have him prosecuted and perhaps ordered to go to jail (it is at least a misdemeanor)
