CSE does a pretty good job but they are swamped. You can get your own attorney who can work with CSE on the same case.

You have to file your petition and ask for emergency relief asap. a lawyer is recommended.

Yes you can file with the putative father registry and you can file the court case to enforce your rights prior to the child being born

it takes time even if the fathers whereabouts are unknown you still have to try to find him and serve him with the petition for relative custody.

file the motion to contest the clerk delinquency, also make sure you comply with the terms of the order so pay through the state disbursement unit...

4 years, see Florida Statute 95.11. it is a crime and a tort (meaning you can sue him)
