He is not permitted to leave with the son since you have majority custody. If he does he will be in contempt of court.

You can file in FL however you may have a long arm jurisdiction problem if she has no contacts with FL.
Can a final judgment of a step parent adoption case be reversed if the other biological parent wants the kids back?
