So long as you have a valid service of process then the court will rule in your favor if the other side is a no show

The payor is supposed to pay per the terms of the order, if not then that person can be held in contempt of court.

Yes, the case should be transferred to the state where the payor resides under the Uniform Interstate Family Support Act. (UIFSA)
