It will not expire and is applicable in every state. Hire an attorney to have it lifted and deal with your charges.
I was charged with theft by unlawful taking. The e charges were dismissed through PTI and I was never physically arrested.

You were still arrested and that will show on your record so you would have to answer yes. Have it expunged by an attorney.

It can take up to 6 months to be indicted and then arraigned. Hire a good attorney if you don't already have one.
