You mean passport? Probably but not sure. Check on the court's website for acceptable forms of ID or call the clerk's office.

The fee waiver does apply to I-751 applications. Whether USCIS will actually waive the fee in your case is solely in their discretion.

The key difference is that you marry and then file the I-130/K-3. With the K-1, you only marry upon entering the U.S. on the K-1 visa.
