If you refinaced with a different lender, then the mortgage loan becomes a recourse loan.
Assuming the HOA lien was recorded after the mortgage...

Assuming the HOA lien was recorded after the mortgage which is being foreclosed upon, the HOA would become the new owner, subject to the first deed...
