Your deposit cannot be applied to the last month's rent - intentionally. If the landlord gets a judgment against you, then yes, she can garnish...

That is not enough, in and of itself, to get the citation tossed. Such an error can be fixed orally by the issuing officer in open court.

You absolutely cannot withhold rent. You can do "repair and deduct," if the statutory guidelines are complied with.
