You don't need to hire a professional service to do the translation. But I would not recommend with that you do it yourself.

Probably the best thing to do is for your husband to become a US citizen. Otherwise, I don't think there's much you can do to expedite your case.

Yes you can file the I-130 on their behalf and they can also file the I-485 at the same time.

You were required to file another I-130 for your daughter. I would advice to hire a lawyer so he can fix the situation.

I agree with my colleague. Not much that you can do. Legally speaking you can't force your spouse to file an I-130 on your behalf.
