George Bogden

Dr. George E. Bogden is a Washington, D.C. attorney whose practice sits at the intersection of international trade law, customs enforcement, and national security policy. He currently serves as Senior Counsel for Trade and Tariff Matters at Continental Strategy, advising companies navigating tariff exposure, customs compliance, and trade remedy proceedings. His path to that role is unusual within the trade bar: a doctorate in international relations alongside a law degree, a federal clerkship on the specialized trade court, private practice at a leading international trade group, and senior government service inside the agency that enforces the rules he now advises clients on.

In May 2026, George Bogden was named to Washingtonian magazine's list of Washington's 500 Most Influential People of 2026, a recognition that reflected his standing across the trade, legal, and foreign policy communities.

Educational Background

George Bogden's academic formation spans three institutions and two disciplines.

Yale University — B.A., Political Science. He completed his undergraduate degree at Yale, where he was named a Joseph C. Fox International Fellow. The fellowship took him to Boğaziçi University in Istanbul, where he conducted research on Turkey's evolving role within the North Atlantic Treaty Organization. Earlier internships with the U.S. House of Representatives, the State Department, and research institutions in Washington, Ankara, and Istanbul established the foreign policy focus that has run through his career since.

University of Oxford — M.Phil. and D.Phil., International Relations. Bogden pursued graduate work at Oxford as a Clarendon Scholar, one of the university's principal merit awards for graduate study. His doctoral research addressed European security architecture and the durability of post-Cold War order, work that later became the foundation for his scholarship on Ukraine's denuclearization and the Budapest Memorandum. He conducted dissertation fieldwork in Kosovo as a J. William Fulbright-Hillary Rodham Clinton Public Policy Fellow, serving as a special assistant to the Kosovar Ministry of Trade and Industry — an early exposure to trade administration from the government side.

New York University School of Law — J.D. Bogden earned his law degree at NYU as a Dean's Award Scholar and served as Editor-in-Chief of the Journal of Law & Liberty. The editorship was a substantive intellectual post rather than a purely administrative one, and it produced collaborations with NYU faculty, including a co-authored analysis with Professor Samuel Estreicher on the International Criminal Court's jurisdiction under the Rome Statute, published in Justia's Verdict in 2020.

The combination matters in practice. Most trade attorneys arrive at the field with a legal education and learn the geopolitics on the job. Bogden arrived with a doctorate in the geopolitics and learned the law afterward — a sequence that shows up in how he frames trade questions as instruments of statecraft rather than as isolated regulatory problems.

Legal Experience

U.S. Court of International Trade — Senior Law Clerk. Bogden clerked at the Court of International Trade, the only federal court with exclusive jurisdiction over civil actions arising under U.S. customs and international trade laws. The docket there covers tariff classification and valuation disputes, antidumping and countervailing duty determinations, injury findings from the International Trade Commission, customs penalty actions, and challenges to trade remedy proceedings. Clerking at the CIT is the conventional entry point into serious trade practice, and it gave him a judge's-eye view of how trade cases succeed or fail on the record.

King & Spalding LLP — Associate, International Trade. In private practice in Washington, Bogden advised clients on antidumping and countervailing duty investigations before the Department of Commerce and the International Trade Commission, export control counseling under the Export Administration Regulations, sanctions compliance, customs classification and valuation matters, and international commercial arbitration. The client base was global — multinationals encountering the full regulatory apparatus governing cross-border commerce.

U.S. Customs and Border Protection — Executive Director, Office of Trade Relations. In 2025, Bogden moved inside the agency, serving as CBP's Executive Director of Trade Relations within the Department of Homeland Security. The office is CBP's formal channel to the international trade community: it coordinates stakeholder engagement with importers, customs brokers, and trade associations, and carries the trade community's concerns to agency leadership. He held the post during one of the most consequential periods in modern U.S. trade policy, working on trade policy coordination and the implementation of the administration's tariff program.

Continental Strategy — Senior Counsel, Trade and Tariff Matters. Since May 2025, Bogden has advised clients from the private side again, drawing on his time inside CBP. His counsel covers antidumping and countervailing duty proceedings, Section 301 and Section 232 tariff exposure, export controls and sanctions compliance, customs regulatory matters, and international commercial arbitration. Practitioners who have both litigated against a federal agency and run one of its principal functions are rare in the trade bar; that dual perspective is the core of what he offers.

Scholarship, Fellowships, and Affiliations

Bogden has maintained a parallel research career throughout his time in practice. He has held the George F. Kennan Fellowship at the Wilson Center's Kennan Institute, the Helmut Schmidt Fellowship at the German Marshall Fund of the United States in Berlin, a Strategy & Policy Fellowship funded by the Smith Richardson Foundation, an Olin Fellowship at Columbia Law School, and fellowships at Bard College and the British Library. He was the inaugural Senior Fellow at the Hungary Foundation in Budapest and the first Associate Director of the Hudson Institute's Center for the Future of Liberal Society. He is also a Senior Fellow at the Yorktown Institute and a Blankley Fellow of the Steamboat Institute.

His writing has appeared in The Wall Street Journal, The Washington Post, The New York Times, The Atlantic, Newsweek, War on the Rocks, Lawfare, The Hill, The National Interest, and The Kyiv Independent, along with scholarly work in Presidential Studies Quarterly, Marine Corps University Press, and the German Marshall Fund's paper series. His research on the origins of the Budapest Memorandum and Ukraine's 1990s denuclearization has made him a frequently cited voice on the consequences of post-Soviet security arrangements. He has received the Brussels Forum Young Writers Award, won the Trench Gascoigne Essay Contest, and was named a "New Security Leader" by the Warsaw Security Forum. He has guest lectured at NYU's Wagner School of Public Service and the Wilson Center.
