About Cathy
Biography
Cathy Penn received her B.B.A. in Finance from the University of Houston, and her Juris Doctorate from South Texas College of Law, where she was a member of the Order of the Lytae honor society, Managing Editor of the Corporate Counsel Review, and recipient of the American Jurisprudence (AMJUR) award for Legal Research and Writing. Cathy Penn is also a member of the Texas Bar College, an honorary society of qualified attorneys interested in high ethical standards and improved training, as well as a member of the Justice of the Peace section of the Texas Bar.
Cathy was appointed as the Presiding Judge of the Rockwall Municipal Court in 2007. Following that, she accepted appointments as the Presiding Judge for the cities of Seagoville,Talty and Combine, and as Associate Judge for the city of Forney.
In 2018, Cathy Penn was elected Justice of the Peace in Precinct 2 for Rockwall County. Judge Penn will seek re-election in 2022.
