If your Chapter 13 bankruptcy was just discharged, you can't file again to avoid a judgment.

I have never known of a small claims court to award punitive damages, as it would by definition remove the case from small claims jurisdiction.

You can call the department clerk and look at the case summary online. But there's nothing unusual about an unendorsed settlement agreement.
