Your application was rejected, so everything was sent back to you. You will have to refile. Perhaps use an attorney this time to avoid mistakes.

You can get married and file right away. You just need to have evidence that the marriage is legitimate.

No. You can file right away after you get married. But, you do have to show that the marriage is legitimate and provide solid evidence.

You F-1 will become invalid shortly after leaving school. If you are leaving the US, file to have your visa processed overseas.
