You can check your status online using your receipt number. I'm not exactly what significance having the letter returned is.

Have you received the work permit yet? If this is your first receipt, it doesn't offer you much as nothing has been approved yet.

Puerto Rico is considered part of the US, although it's not a state. It's not the same as international travel.
