If my friend is "on hold for immigration" and has an attorney, is there anyway a hold can be removed?

A hold can be removed. Not in this case though. Talk to his attorney about relief, if any in regards to immigration.
Is it possible after a withdrawal by petitioning spouse, to REfile I-751 with spouse again?

No. If the I-751 was already denied then you have to start from zero again. That is: file your whole adjustment package. You are not a resident...
