About me

Daniel A. Himebaugh serves as senior staff counsel for the Washington State Senate Majority Coalition Caucus.  He supports two standing committees: Agriculture, Water, and Rural Economic Development; and Energy, Environment, and Telecommunications.  He also works with several special committees, including the Joint Administrative Rules Review Committee, Joint Committee on Energy Supply and Energy Conservation, and Joint Legislative Committee on Water Supply During Drought.  Mr. Himebaugh formerly practiced law at Pacific Legal Foundation's Northwest Center, focusing on land use and environmental litigation.


Mr. Himebaugh’s written work has been published in NW LawyerOcean and Coastal Law Journal; Engage; The Urban Lawyer; Environmental Law; and Journal of the National Association of Administrative Law Judiciary.


Mr. Himebaugh graduated cum laude from Pepperdine University School of Law in 2009.  He was a member of the moot court team at Pepperdine, and served as the lead articles editor of Journal of the National Association of Administrative Law Judiciary.  Mr. Himebaugh earned a Master’s of Public Policy degree in state and local policy from Pepperdine University School of Public Policy in 2009, where he was an editor of Pepperdine Policy Review.  Mr. Himebaugh is a 2004 Hillsdale College graduate summa cum laude in political science.
