You cannot drop the charge/s. Provide that information to his defense attorney. The attorney can raise the insanity defense.

It depends on how busy the crime lab is. Sometimes the lab is not being rushed because the case is taking time to prepare other parts of the case...

Just getting that license was an illegal activity. Do not incriminate yourself any further with DOL. Just clear up YOUR license and get it re-issued.

That sounds right. The DOL enforces some additional requirements related to CDLs.
