Since your stepdad's son was the beneficiary, he would have the authority to determine whether the funds would be used for the burial.

Normally, in my experience, when you buy a car, you pick it up when you pay for it and sign the papers.
You may be able to lodge a complaint...

In general, employment is "at will" - terminable by either party at any time for any reason or no reason at all.
