It would be incredibly unlikely that the Oregon DMV would fail to send a notice of suspension to any states motor vehicle department.

Yes you can be cited even though the officer didn't witness any driving as long as there is evidence that you were driving while intoxicated....

Partially true. Your license won't be suspended by the dmv, but a low blow does not preclude state prosecution.
