Frank Segarra

Frank Segarra brings a comprehensive view of the criminal justice system to every case he handles. He has stood on every side of an Oregon courtroom in his career: as a Deputy District Attorney, as a reserve police officer, as a municipal court judge, and as defense attorney. This broad perspective gives him an unusually clear read on how prosecutors approach cases, how officers conduct an investigation, and how judges think about the decisions in front of them. This is all insight he puts to work building multifaceted defense strategies from day one.
Frank received a B.S. in criminal justice from Western Oregon University before earning his law degree from the University of Oregon School of Law. He also holds a master’s degree in clinical mental health counseling, which informs how he works with the good people he represents: he listens first, explains legal situations in plain language, and helps craft a path forward towards the best result possible.
Frank was attracted to Reynolds Defense Firm for its client-centered philosophy — the belief that one bad decision shouldn’t define the rest of a person’s life, and that effective representation goes beyond the courtroom. He strives to help clients turn a difficult moment into an opportunity for growth whenever possible.
Frank believes that action is the foundational key to all success, and he tries, every day, not to disappoint the man he hopes to become. He considers fatherhood to be his greatest accomplishment, and he takes real pleasure in getting a smile or a laugh from the people around him, doing his best to bring some light to every situation.
